The main idea Planet 9 + CENTER Agency + ABCdesign Consortium plans to apply for their project implementation is a cultural conversion – "Old Premises with New Functions".

Nevertheless, the identity of the buildings belonging to the 1950–60s and spacious characteristics of location thereof as part of the general ensemble can be integrated into the general concept. Cooperation with such surrounding facilities as the furniture plant and Orekhovo-Zuevo Local History Museum, textile plant in Pravdinsky, regional engineering college in Elektrostal will allow developing centers according to the network structural model.

Design projects will be implemented on three pilot sites. In 2018, these design projects will serve as a basis for development of design specifications and estimates, and in 2019–2020 – for subsequent overhauling. After the winning projects are implemented in three pilot community centers, it is planned that they will be applied in 920 other community centers all over Moscow region.
