The Makhachkala-Caspian Agglomeration Plan Is a Go!

In early February, the Committee for Architecture and Urban Planning of the Republic of Dagestan initiated a development rating study for the upcoming Makhachkala-Caspian Agglomeration. The study is being carried out by experts from the Agency for Strategic Development “CENTER”. Its results will inform the next steps in the development of the city of Makhachkala as an urban district with intra-city subdivisions. Specifically, the results will form the foundation for amendments to the legal documentation on territorial planning, as well as help create a new development strategy for the region.

Makhachkala is the capital of the Republic of Dagestan and is the largest city in the North Caucasian Federal District. This modern city extends over 70 km along the shore of the Caspian, including its suburbs. Its population is 734,000 people. The local community is ethnically diverse, with more than 60 nationalities represented.

The Makhachkala-Caspian Agglomeration will include Makhachkala, Kaspiysk, 8 large villages, and 6 smaller villages.

The need to create an agglomeration arose a long time ago: the communities keep expanding, and they have close socio-cultural, economic, and labor ties, but the level of interaction does not go further than that. Creating an agglomeration will allow us to integrate all the modern trends into a single renovation program, which will include: solving the issues of dilapidated buildings and buildings in emergency conditions, redeveloping industrial territories, and creating a framework for sustainable development.

The decision to carry out a comprehensive analytical study of the Makhachkala-Caspian agglomeration was motivated by a wish to analyze the preconditions and key aspects of its development. The study aims to uncover the development issues and disparities in the municipalities, highlight the current links within the agglomeration, assess the limitations and resource potential of the territory's development, and comment on the municipalities’ competitive advantages.
