18 January, 2022

On January 18, a press conference devoted to the launch of the open nationwide competition for development of an improvement concept for the territory of Victory Park in Murmansk was held online.

It was attended by representatives of authorities and the administration of the Murmansk Region, specialists from the district of the Center for Urban Development, and potential participants of the competition.

The competition was commissioned by the Autonomous Non-profit Organization “Center for the Urban Development of the Murmansk Region”. The competition is being held with support from the Government of Murmansk Region. Agency for Strategic Development CENTER is the operator of the competition.

The aim of the Competition is to select the best concept for the development of the territory of Victory Park in Murmansk.

Professional organizations in the field of architecture and design, landscape architecture, and concept development of public spaces, operating on the territory of the Russian Federation and able to attract specialists in the field of economics, finance, and content programming may participate in the competition.

Evgenia BurkaDeputy Head of the Department for Preparation of Projects for Formation of a Comfortable Urban Environment, “Center for Urban Development of the Murmansk Region”

This park bears particular importance for the city, and has two important components: historical memory and preservation of the nature of the region. I would like the proposed concepts to consider and develop both of these components, so that the solutions are discreet, indirect and subordinate to the natural landscape. Also, when designing, it is important to take into account the existing view openings, pedestrian connections and the functional content of the adjacent territories.

The competition site is located on Zeleny Mys hill to the north of the city center and to the south of the main residential areas of Leninsky district. Zeleny Mys hill is topped with the memorial to defenders of the Soviet Arctic during the Great Patriotic War, commonly known as Alyosha. The memorial also includes the Eternal Flame and a three-sided pyramid, steles and anti-aircraft guns from the times of the Great Patriotic War. At the top of the hill, near the foot of the monument, there is an observation deck.

The territory is challenging. In the center, there is Semyonovskoye lake, which is also a certain dominant that organizes the space, like the Alyosha monument. When developing the territory further, it is necessary to take into account the terrain already formed by historical ties, elevations and other significant natural accents.

Until February 15, a survey of residents of Murmansk is being conducted, which is dedicated to improvement of Cape Zeleny and the memorial to defenders of the Soviet Arctic during the Great Patriotic War, as well as problems faced by its visitors. It is open to residents of Murmansk, guests of the city and those planning to visit it.

The survey is available at http://opros.pobeda-park51.ru. The results of the survey will be considered when forming Terms of reference for Competition Finalists.
