Aysen NikolaevHead of the Republic of Sakha (Yakutia)

I am very pleased that the competition to develop a master plan for the city of Yakutsk has been launched today. I attach great importance to this event because the master plan is not only the basis of planning the city’s urban development, but is also the basis of planning the city’s life. I very much hope that the participants of the competition will approach the development of the master plan in their proposals and projects not as an ordinary event, but as the development of a city that should become the best city in the world for human life on permafrost.

Anton FinogenovDeputy General Director, DOM.RF Foundation

The initiative to launch a competition to develop a master plan is another step in retaining qualified personnel in the Republic. Yakutsk has been the fastest growing city in the Far East for the last 20 years. Creation of a master plan for the fast-growing Arctic territory is difficult, but extremely important work that allows definition of pragmatic and ambitious goals of the city development.

Professional organizations in the field of integrated development of territories and urban planning, architecture and design that operate in Russia and able to attract specialists in the field of economics, finance, content programming can take part in the competition.

The basis for the project will be the “Integrated assessment of the potential for development of the city district of Yakutsk” research, which will include the analysis of the socio-economic situation of the city district of Yakutsk and assessment of urban development potential of the city district territory.

To participate in the competition, an application must be submitted by March 15 on the official website:
https://masterplan-yakutsk.ru/register

The application must include a portfolio of relevant projects, an essay describing ideas for the on developing the master plan, as well as information about the company or consortium.

Emphasis in the city’s planning must above all be placed on renovation and redevelopment. Areas occupied by dilapidated and derelict housing should not be neglected. We would like to see in the master plan a definition of the stages, and the order of objects that the residents of Yakutia will be able to see in the very near future.

Until March 20, 2022 a survey of residents of Yakutsk is under way, which aims to identify public opinion on the potential for the future of the city, the level of life quality and urban environment, and infrastructure and social problems.

The survey is available at http://opros.masterplan-yakutsk.ru/
