On January 29, 2024, an orientation session was held as part of the development of the strategic master plan for the Chechen Republic. It will be the first document of this kind in Russia. The session was opened by representatives of the Chechen Republic Government and DOM.RF.
The idea of creating the first master plan in Russia at the level of an entire constituent entity of the Federation, as a document of unified spatial and socio-economic planning, was first discussed by the Head of the Chechen Republic, Hero of Russia Ramzan Akhmatovich Kadyrov, and the Director of DOM.RF JSC Vitaly Leontyevich Mutko in October 2023 during an official visit of the DOM.RF delegation to the capital of the Chechen Republic and summing up of the results of the international competition for the master plan of the city of Grozny, the success of which will form the basis of this work.
“In recent years, our Republic has gained high rates of socio-economic development. Much has already been done, but even more ambitious plans remain to be implemented. An important step towards this goal will be creation and implementation of a master plan that will cover all cities and regions of the Chechen Republic.
A single master plan will formulate the main development vectors for our entire region and will provide an opportunity to demonstrate the accumulated investment potential. In the future, the Chechen Republic should become the economic and cultural center of the North Caucasus. We intend to use every opportunity to implement projects and proposals that will allow us to continue to maintain the high pace of development. The developers of the master plan and local authorities must approach all aspects of preparation of this document with great responsibility,” said the head of the Chechen Republic, Hero of Russia Ramzan Akhmatovich Kadyrov.
The main goals of the master plan of the Republic are to improve the quality of life of the population and facilitate economic growth, to implement new investment projects taking into account priority sectors, available land plots and areas, logistics and social infrastructure, to improve the quality of the living environment, to create a harmonious look of cities and regions, and to identify key development projects for the Republic.
The master plan will be developed by a consortium under the leadership of OOO “GIPROGOR” (Grozny). The consortium includes Agency for Strategic Development CENTER (Moscow), Institute of Economics and Finance of Kadyrov Chechen State University (Grozny), MC Imhotep-Development LLC (St. Petersburg), Laardi LLC (Moscow), and Institute of Construction, Architecture and Design of the Grozny State Oil Technical University named after M.D. Millionshchikov (Grozny).
The Chechen Republic is a priority geostrategic territory of the Russian Federation in the North Caucasus, ensuring sustainable and balanced spatial development aimed at reducing interregional differences in the standard and quality of life of the population, accelerating economic growth and technological development, as well as ensuring territorial integrity and national security of the country.
As part of the preparation of the master plan, it is planned to hold seminars with residents on the methodology of participatory design in accordance with the standard of the RF Ministry of Construction for involving citizens in solving issues of urban environment development, focus groups and strategic sessions with leading experts of the Chechen Republic, visits to all districts of the Republic, an inspection and field surveys of the territories of priority projects and industrial zones. Representatives of executive authorities, the regional expert community, residents of cities and districts, and representatives of key sectors of the economy will take part in these events.
During the work on the master plan, a comprehensive analysis of the territory of the Chechen Republic will be conducted, including the structure and dynamics of the economy, the state of the labor market, an analysis of employment and labor activity, investment projects planned for implementation in the region, the current state and prospects for development of key markets for the specialization of the largest industries and the economy of the territory at the international, federal and regional levels, as well as on the scale of the federal district, and a monitoring of the state of cultural heritage sites and industrial facilities.
The development of the master plan will last until October 2024.
