Work on the study titled "Comprehensive assessment of the current development level of the cities of SUEK's presence in the Krasnoyarsk Territory – Nazarovo, Sharypovo, and Borodino” has commenced. The Agency for Strategic Development CENTER will be the operator in this study. The study is being conducted in preparation for an open nationwide competition for development of master plans for these cities.
In the coming months, it is planned that the experts of the Agency CENTER will work closely with representatives of municipal governments and state authorities of the region. The team of researchers will visit each of the cities to perform a field inspection of the territory.
In the course of the study, they are going to investigate and generalize specific natural conditions of the cities, as well as social and demographic indicators, assess their spatial development, sufficiency of infrastructure, the state of urban environment, and perform a social and economic analysis. Based on the data obtained, key problems and development drivers of the cities will be identified. Formulation of a long-term vision and recommendations for coordinated development of Borodino, Nazarovo and Sharypovo will inform the terms of reference for the future competition.

The research gives a start to major efforts on holding a competition for creation of a master plan for three industrial cities at once. This approach is used for the first time in Russia. We hope that such "end-to-end" master planning will unlock additional potential of interconnected settlements. And the main priority for the Foundation is people whose working and living environment will improve as a result of this project.

This project can become a crucial stage in development of master planning. We are talking about a comprehensive restart and a strategy for development of industrial cities that preserve and enrich their industrial heritage and culture. We hope that the study and the competition will serve as an important development platform not only for Nazarovo, Sharypovo, and Borodino, but also for other similar cities, and demonstrate how a synchronous restart of several cities in one region can produce synergy.
The competition is scheduled to start in August 2024. The best teams of the country, specializing in integrated land development, master planning and urban development, architecture, design, and creation of development roadmaps for public spaces, are invited to participate.
