Working meetings with DOM.RF were held in Grozny to present the results of the 2nd development stage of the master plan of the Chechen Republic

On October 22 and 23, 2024, the consortium for the development of the master plan for the Chechen Republic had a series of meetings with representatives of ministries and departments of the region, executive authorities and heads of districts in Grozny. The topic was preliminary results of the second stage of the master plan development.

The purpose of the project is to streamline the process of active spatial development of the Chechen Republic by identifying priority economic projects, taking into account the interests of all districts and cities in the region. The republic is the fastest growing region in Russia, which significantly complicates management of spatial development processes. First, the master plan creates a sustainable economic model for development of the territories for 2030 and for the future of 2040. For each municipality of the Republic, several key economic projects are proposed, making it possible to create high-quality jobs, attract private investors, justify the receipt of state support and, in general, create a tax base for long-term development. These projects are the basis for preserving the population in the territory and will help prevent the outflow of young people from the Republic. The active growth in labor force needs to be turned into an economic advantage. The master plan offers an optimal spatial model for positioning of residential buildings, industry, infrastructure, and specially protected areas in conjunction with demography and economy.

The decision to create a master plan was made by the government of the Chechen Republic and DOM.RF based on the results of an international competition for development of a master plan for Grozny, as well as creation of a master plan for the Argun urban district – the success of these projects laid the foundation for further work.

The main goals of the master plan of the Republic are to facilitate economic growth, to implement new investment projects taking into account priority sectors, to develop available land plots and areas, logistics and social infrastructure, to improve the quality of the living environment, and to give settlements and districts a harmonious appearance.

The key areas of development of the Chechen Republic were identified at the first stage in May 2024 based on the results of a comprehensive analysis of the potential for development of the territory. During the second stage, based on the selected scenario, spatial and economic profiling of areas was formed, and priority areas for their development and an extended list of projects for implementation were identified. For several months, the development team, together with representatives of districts and regional ministries, studied the projects in-depth to determine those that would be included into the master plan. The results of this work were presented during the working meetings held in Grozny.

At the second stage of developing the master plan, we came much closer to the main goal of the master planning system – a balance between the interests of the society, government and business. In accordance with the tasks outlined by the Head of the Chechen Republic, Hero of Russia Ramzan Akhmatovich Kadyrov, the priority has been and remains to create such a vision that will provide conditions for turning the region into an international investment business center and a key player in the North Caucasus. We expect that by working together and by working out a detailed master plan at all stages of development, we will be able to achieve high results.

The strategic document is being drafted by a consortium of six federal and regional companies led by OOO “GIPROGOR” and the Agency for Strategic Development CENTER. The consortium includes Institute of Economics and Finance of Kadyrov Chechen State University (Grozny), MC Imhotep-Development LLC (St. Petersburg), Laardi LLC (Moscow), and Institute of Construction, Architecture and Design of the Grozny State Oil Technical University named after M.D. Millionshchikov (Grozny).

The development team has an ambitious task – to develop a strategic document that is unique for Russia – a master plan for a whole sub-federal entity. As part of the first stage, we analyzed in detail the potential of the region and possible scenarios for its development. The master plan includes not only infrastructure projects that will influence the development of the entire Republic’s economy, but also unique projects for each of the districts, which will allow them to maximize their potential as part of the overall development strategy of the region.

Feedback received during the working meetings will help finalize the development of a master plan for the Chechen Republic. It is planned to officially submit the final document by the end of 2024.
