On 8 February, an international competition was launched to develop a master plan for two innovative districts of the Sirius Federal Territory

8 February, 2025

Elena Shmeleva, Chair of the Sirius Federal Territory Council, announced this during the final plenary session "Human-centred City: Space of Universal Wellbeing" of the International Architecture and Construction Forum "Kazanysh" which was held these days in Kazan.

Kazanysh was not accidentally chosen to announce the start of the competition, as the forum is the largest architectural and construction event in Russia and a unique international platform for interaction between industry professionals.

The masterplan competition is aimed at the strongest architectural bureaus and development institutions of the BRICS countries and contains the requirements of creating an advanced world-class scientific, technological and educational environment immersed in a unique national aquatic natural and climatic park.

"The Sirius Federal Territory covers only 1,400 hectares, much of which is already developed. The limited space presents a challenge for further development, requiring thoughtful and efficient use of land resources" - Elena Shmeleva stated.

The Masterplan will define key scenarios for the spatial organisation and functional development of each of the districts. One of the main requirements for the final architectural concepts is the application of carbon neutrality standards and the overall environmental friendliness of the projects, while maximising the functionality and logistical connectivity of both districts, as well as their relationship with other (existing and planned) facilities in the federal territory.

A separate task and criterion for selecting the contestants is the opportunity to create a fundamentally new landscape and park environment that continues the concept of a new university city surrounded by a unique water-climatic national park that has already been established in Sirius.

Applications will be accepted until 31 May 2025.

A workshop where potential participants can ask all questions about the Competition will be held on 23 February in Abu Dhabi, UAE, as part of the Sirius Talent Summit Climate Day.
