On February 11, the Round Table “Spatial Development and Master Planning of Russian Cities. Best Practices” took place, moderated by Alexey Muratov, Partner at KB “Strelka.”

Before discussing best practices, experts reviewed various perspectives on the draft law on master planning in Russia, which is under revision. The session provided a dialogue between the professional community and federal/regional authorities, discussing financing approaches, objectives, urban planning tools, and formalizing existing design practices.
During the Round Table, Yulia Vedenina, Lead Analyst at Agency “CENTER” presented a report: “Competitions as a Tool for Creating Master Plans: Approaches to Transforming Industrial Cities in Siberia.”
She shared insights on competition-based master plan development and highlighted case studies in Dagestan, Chechen Republic, Norilsk, Yakutsk (Sakha Republic), and the Astrakhan agglomeration. The main focus was the recently completed All-Russian Open Competition for Master Plans of Borodino, Nazarovo, and Sharypovo in Krasnoyarsk Krai.

The competition aimed to select the best social master plans focused on retaining and attracting residents in three small cities with high urban quality and socio-cultural activity. The finalists successfully balanced strategic city development visions with tactical steps, proposed image rebranding, implemented service economy models, synchronized workforce and business potential, and recommended establishing creative industry centers and networks of small and medium-sized enterprises.
