Masterfully Planned: Agency “CENTER” Shares Master-Planning Experience at the Omsk Conference

From June 17 to 20, the All-Russian Scientific and Practical Conference “Territorial Development Management. Urban Planning: What is Good and What is Bad” took place in Omsk. One of the invited experts was Vladislav Nikolaev, Head of the Analytical Group at the Strategic Development Agency “CENTER.” He participated in the panel discussion “A Good Master Plan. What Does it Look Like?”

Vladislav Nikolaev shared with the audience the experience of creating the master plan developed by the “CENTER” Agency for the city of Minusinsk. Implementation of this project will improve quality of life, increase the city’s tourism appeal, and strengthen its position on the map of Krasnoyarsk Krai.

Today, master-planning is reaching a new — and, we hope, higher-quality — level. The Ministry of Economic Development of Russia, together with regional stakeholders, is developing methodological guidelines that will define a unified structure and content for master plans. Hopefully, the master plan will eventually become a living, flexible, and unified document that allows cities to adopt a new model of economic development.

Other discussion participants shared their master-planning practices: Valeria Zagvozkina, Head of Regulatory Support at the DOM.RF Foundation; Denis Vlasov, Deputy Director of the Moscow General Planning Institute; Viktoria Vasilyevskaya, Managing Partner at the Territorial Planning Institute “Urbanica”; Alexey Yelin, Advisor to the CEO of “Kavkaz.RF”; Elena Burlakova, Head of the Master Plan Department at the Territorial Planning Institute “Grad”; Natalia Ustinova, Head of the Regional Urban Development Center of Sakhalin Region; and Yuri Perelygin, Chief Engineer at the “Lengiprogor” Institute.

Speakers emphasized that today a master plan is a “tool for city development”, which must be highly detailed, thoughtful, precise, and competent, while also considering the needs of residents and local authorities. Only through comprehensive analysis of territorial features and public opinion is it possible to create a good master plan.
