Master Planning in the Chechen Republic: Leading Practices at the National Level

At the 56th meeting of the Council of Chief Architects of the Subjects of the Russian Federation and Municipalities named after A.V. Kuzmin (held June 25–29 in Grozny), the Chechen Republic presented its leading experience in master planning. The presentation was given by Ketevan Khelaya, Executive Director of the Strategic Development Agency “CENTER.” The expert highlighted the Republic’s consistent policy and the role of DOM.RF in developing master plans. Three such documents have already been created for the region, covering spatial, social, and economic aspects, and including specific investment projects.

In 2023, the “CENTER” Agency, in collaboration with DOM.RF, conducted a comprehensive assessment of Grozny’s development potential and then organized an open international competition to develop a master plan for the capital. A year later, with DOM.RF’s participation, the company led a consortium of nine organizations to create the master plan for Argun. Both documents received high evaluations from professionals and representatives of federal and regional authorities.

Currently, a unique document is being prepared for a final public presentation—the master plan for the entire Chechen Republic, which will be the first master plan covering a full subject of the Russian Federation. It is being developed by a consortium of six federal and regional companies under the leadership of GiproGor LLC (Chechen Republic) and the “CENTER” Agency (Moscow), with participation from DOM.RF. The master plan is a comprehensive development document for the Republic until 2040 and provides for the implementation of over 100 investment projects, including 15 priority projects with detailed planning, scale, and regional significance, according to Ketevan Khelaya.

“A major professional advantage is that Council members can see firsthand the rapid implementation of master plans in the Chechen Republic,” noted the executive.
