The Master Plan “Walks” Across the Country: Sergey Georgievsky Lectures on Modern Master Planning

Over the past 15 years, more than 180 master plans and similar documents proposing urban development scenarios have been created in the Russian Federation. During this time, 22 master plans were developed for the Far East and about 16 for the Arctic. In the future, another 200 large and small cities in need of development strategies will be selected. Overall, as President Vladimir Putin emphasized in last year’s Address to the Federal Assembly, the program will cover around 2,000 settlements, including villages and towns. Despite high demand and recognition at the highest level, unified requirements for the structure and content of master plans have not yet been established. Work on this continues with leading master planners.

Sergey Georgievsky, co-founder of the Strategic Development Agency “CENTER”, highlighted key characteristics of modern master plans, defined their typology, and outlined the main stages of their development in a lecture titled “Features of Master Planning at the Modern Stage.” The audience included senior undergraduate students, master’s students, and PhD candidates from the “Future Cities” school-conference, which opened on June 21 at the Sirius Science and Technology University.

The master plan is an effective development tool: it defines strategic priorities, goals, and objectives of socio-economic and spatial development, establishes relationships between them, and proposes mechanisms to achieve them. The results of a master plan include comprehensive development, engagement with residents and the business community, solutions to unique regional challenges, and much more

He also shared examples of implemented projects across Russia, including a comprehensive development document prepared by the “CENTER”-led consortium for the Chechen Republic until 2040, integrating economic, spatial, and social priorities.

At the same time, the “Future Cities” school-conference in Sirius concluded the selection of finalists for the international competition to develop master plans for the scientific and technological districts of the federal territory of Sirius. Jury and expert council members invited participants to use a special methodology developed by the organizers and “CENTER” to select six finalists to create conceptual master plans for the new districts.
