New Business Clusters on the Outskirts of Moscow: How FORMA and the 15-Minute City Concept are Transforming the Urban Fabric

New attraction points are rapidly emerging on the outskirts of the capital: parks, exhibition halls, theater branches, and business districts. The development of business culture is part of a polycentric policy and is based on the 15-minute city concept: opening workplaces near homes. This approach to office design creates new places of work and a more comfortable living environment.

FORMA also uses decentralization of business activity, announcing the construction of five business centers — LAKES, LAKES 2, JENGA, GUSTAV, and MOUNT — in Moscow’s remote districts. This will be the starting point for creating new business locations on the city map and aligns with FORMA’s workplace strategy, focused on comfort, aesthetics, and functionality. This was announced at a press conference moderated by Sergey Georgievskii, co-founder of the “CENTER” Agency.

Georgievskii noted that establishing business centers where none existed before is a complex transformational process for the urban environment. Developers must carefully consider the history of the place, social, and cultural aspects. “Business centers should integrate organically into the existing city fabric, not become isolated development islands. Quality public spaces and local identity must be considered. The effect is maximized when development is accompanied by systematic planning and attention to the environment,” he emphasized.

The creative-business cluster GUSTAV, a redevelopment project at the former Borets factory, exemplifies a symbiosis of industrial past and technological present. It combines 19th-century industrial architecture with contemporary business solutions. Three cultural heritage objects have been preserved: the model workshop façade, the mechanical assembly shop, and the water tower, built by German engineer Gustav List in 1897.

Another FORMA business space, MOUNT, demonstrates how office technology can coexist with environmental sensitivity. Inspired by the cliff’s natural forms, architects from BLANK aimed to give the project strength and verticality. The business center offers panoramic views of the Meshchersky Forest, and the adjacent Hills Park has been landscaped.

Today, business spaces play a key role in forming new urban centers. Following urban trends, selecting signature architectural projects, and balancing innovation with historical context, modern commercial developers shape the identity of city locations.
