Instead of unfinished buildings — green squares; instead of abandoned industrial zones — comfortable urban spaces with developed infrastructure… Comprehensive territorial development allows cities to rethink urban environments, update the appearance of settlements, and create comfortable conditions for living, working, and recreation.
Today, Perm Krai leads among Russian regions in the development of the CRT mechanism: 27 agreements have been signed for large-scale territorial transformation. In Perm, at the “Cities of the Future” forum, a panel session “Comprehensive Development of Territories” was held, moderated by Nikolai Timchenko, CEO of CENTER. Experts discussed the role of CRT in modernizing urban environments, approaches and planning tools, implementation experience, and ways the government and developers can collaborate for effective territorial development.

The CRT mechanism was launched in 2021 to effectively involve territories in new construction projects, improve citizens’ housing conditions, and advance urban planning. Today, CRT is one of the main tools for qualitative urban renewal.
CRT enables resettlement from dilapidated housing, provision of new quality housing, improvement of yards and public spaces, creation of social facilities, better transportation, and modernization of industrial zones. CRT has become a driver of urban transformation.
