Russian Government Approves the Composition of the Coordination Council for the Development of Creative Industries

10 July, 2026

Prime Minister of the Russian Federation Mikhail Mishustin has signed an executive order approving the composition of the Coordination Council for the Development of Creative Industries. The document was prepared by the Ministry of Economic Development of Russia.

The new body has been established to coordinate the work of federal and regional authorities, professional communities, business representatives, academia, culture, and the non-profit sector in advancing the creative economy.

The Coordination Council will be co-chaired by Alexander Novak, Deputy Prime Minister of the Russian Federation, and Maxim Oreshkin, Deputy Chief of Staff of the Presidential Executive Office.

The creation of the Council is linked to the national goal set by Russian President Vladimir Putin — to increase the contribution of creative industries to the country’s gross domestic product.

According to Deputy Prime Minister Alexander Novak, the Coordination Council will serve as an instrument for developing effective solutions both for the systemic growth of the creative economy as a whole and for supporting individual industries.

The Council includes representatives of federal authorities, the Federation Council, the State Duma, the Government of the Russian Federation, relevant ministries and agencies, regional leaders, as well as experts from science, culture, business, and non-profit organizations.

Among the Council members are representatives of sectors that shape the modern creative economy — architecture, urbanism, design, culture, media, education, digital technologies, intellectual property, gastronomy, cinema, animation, and other fields.

The Agency for strategic development "CENTER" views the development of creative industries as a critical condition for the sustainable growth of cities and territories. Architecture, urbanism, public spaces, cultural heritage, and new urban scenarios are today not only tools for transforming the environment, but also independent drivers of economic growth.

In this context, the participation of the professional community in the Coordination Council is particularly important. It enables practical experience to be taken into account — from the delivery of integrated territorial development projects and urban environment improvement to the creation of public spaces and new models of interaction between the state, business, and residents.

Sergei Georgievskii, Co-founder of the Agency for strategic development "CENTER", is a member of the Coordination Council. His participation reflects the importance of the architectural and urban planning agenda in the development of the creative economy and confirms the role of territorial development as one of its key areas.

The Council’s main task is to ensure coordinated work between the state, regions, and representatives of creative industries in implementing public policy for the creative economy. It will also create conditions for the growth of industries based on knowledge, talent, culture, and project-based thinking.
