The master plan is being developed by the Strategic Development Agency CENTER, commissioned by the Administration of the Urban District of Minusinsk with support from the Andrey Melnichenko Charitable Foundation.
The project is based on the study “Comprehensive Assessment of the Development Potential of the Urban District of Minusinsk.”
Minusinsk is one of the oldest cities in Siberia, the administrative center of southern Krasnoyarsk Territory, located on the Yenisei River. Its population is 70.7 thousand (2024, Rosstat). The territory includes a historic center with unique wooden architecture, a well-developed system of gardens and orchards, and advantageous transport-logistics characteristics.

As Minusinsk has become one of the region’s key support cities, its development must bring positive changes to the southern territories. We share a unified vision, and it is essential that all territories develop complementarily rather than competitively. We hope these principles are reflected in the master plan.
Research Objective:
To identify the key challenges and development potentials of the spatial and socio-economic development of Minusinsk, determine priority areas for transformation, and establish a foundation for the subsequent development of conceptual and design solutions.

Conduct a comprehensive analysis of the current state of the urban territory and the social sphere.
Identify key issues and residents’ needs, segmented by target groups.
Define the city’s future vision as perceived by its residents.
Formulate directions for cooperation between Minusinsk and the municipal districts of southern Krasnoyarsk Krai.
Prepare a list of necessary infrastructure changes to support further development.

The Minusinsk master plan will undoubtedly become the foundation for long-term development and transform the city into a key hub for the entire southern macro-region of the Krasnoyarsk Territory. The master plan focuses on developing industry, logistics, tourism, and the creative economy.
