The II International Urban Forum 'Designing the Future'

On November 20 and 21, 2019, the city of Makhachkala (the Republic of Dagestan, Russia), hosted the II International Urban Forum 'Designing the Future'.

The Forum is organized by the Republic of Dagestan, the Dagestan Committee for Architecture and Urban Planning, Derbent Urban District, the I Love Derbent Charity Foundation, as well as the Agency for Strategic Development CENTER, which has become its operator and organizing committee. 

The event was held at 'Russia my history' historical park, (Makhachkala, I. Shamil avenue, 31G). 

The main objective

To introduce the Republic of Dagestan to a unique urban development policy that will both respect the local cultural values and utilize the best practices adopted in Russian and European cities (while ensuring that such practices do not clash with the region’s social and historical context).

Short-term prospects

  • To specify the strategic priorities for the development of cities and territories of the Republic of Dagestan and analyze the growth points and limiting factors;
  • to discuss the vectors of development of region’s cities and territories, as well as prospects for scaling the best projects;
  • to create conditions for dialogue between public authorities, business and society and to increase confidence in the region development strategy being implemented; 
  • to provide young professionals with access to unique architectural and urban expertise.


Long-term prospects

  • To evaluate the main directions for the development of the unique architectural profile of the cities of the Republic of Dagestan;
  • to adopt evaluated algorithms for implementing the development concepts for the territories of the Republic of Dagestan, taking into account the distinguishing characteristics of the urban environment, sociocultural and historical factors, as well as economy management practice;
  • to support improvements in the region’s design process quality and the professional level of designers.

  1. Drivers for the development of Dagestan territories: principles and opportunities.
  2. Drivers for the development of the Republic of Dagestan cities: new challenges and new answers.
  3. Space organization strategies for the Republic of Dagestan: priorities and development models.
  4. Space organization strategies for cities: institutions of trust and development of social capital.
  5. Architectural strategies as means for human potential development. 


Specifics of the agenda

  • Creation of strategic priorities for the development of cities and territories of the Republic of Dagestan. Analysis of growth points and limiting factors.
  • The forum allows to openly discuss the opportunities and challenges relevant for modern cities in general and the Republic of Dagestan territories in particular. The prospects for their development are considered not only in terms of economics and effective management, but also through the context of person – citizen – the main capital of the 21st century.
  • During discussions and case sessions of the forum, the professional community of Dagestan looks to explore the best practices and experience of territorial development leaders through forming its own approaches to strategic planning and management.

It is fundamentally important now to express and find a national character in future development, which would be understandable to people and where all world architectural trends would be reflected. Another important issue is the work on the legal field regarding the regulation of land relations in Dagestan, an inventory of land plots. If we do not understand this issue, it will be difficult to work. And the most important thing is to form master plans for our cities and towns. The pilot for us in this issue is Derbent, where the competition for the creation of a master plan concept has just ended.

Representatives of architectural, development, consulting, management companies, field-specific departments and administrative entities, public organizations, media and students of field-specific universities.

The Republic of Dagestan, the Republic of Ingushetia, the Kabardino-Balkar Republic, the Karachay-Cherkess Republic, the Republic of North Ossetia – Alania, the Stavropol Territory, the Chechen Republic, Moscow, and other regions of the Russian Federation.

Program of the II International Urban Forum 'Designing the Future'

Among the results:

  • The urban forum in Makhachkala will become annual. This was announced by the Chairman of the Government of the Republic of Dagestan Artyom Zdunov as part of his speech at the opening of the II International Urban Forum "Designing the Future". The Head of the Government of the Republic emphasized the importance of such events for the region and the need for their annual holding.
  • The administration of the city district "Derbent city" plans to create a project office to work on the development of the city. The main architect of Derbent, Isa Magomedov, announced that the Administration of the city district “the city of Derbent” plans to attract the best specialists from all over the Republic to work on urban changes. The project office will include architects, designers and managers who have relevant work experience. The selection of specialists will be carried out by resume.   • The Club of Chief Architects of the North Caucasus Federal District will be created in Dagestan. At the suggestion of Nezir Huseynov, Chairman of the Committee on Architecture and Urban Planning of the Republic of Dagestan, the Club of Chief Architects of the North Caucasus Federal District will be created, which will become a collegial body. Within its framework, proposals will be worked out for further architectural and urban development of the region.
