Master Plan for the Urban District of Minusinsk, Krasnoyarsk Territory

The Strategic Development Agency "CENTER" has commenced work on the master plan for Minusinsk, one of the key cities in southern Krasnoyarsk Territory with a population exceeding 70,000.

Celebrating its 200th anniversary in 2023, Minusinsk has been designated as a pivotal city in the region. The master plan will lay the groundwork for transforming the city into a development coordinator for the southern macro-region of Krasnoyarsk Territory, focusing on tourism, creative industries, logistics, and agricultural processing.

Key Stages of the Project:

  • September 2024: An initial visit by the Agency’s team to study key areas, including the historic center, modern developments, and sites for potential investment.
  • October 2024: A strategic session with local government representatives, businesses, and experts to define the city's mission and development scenarios.
  • April 2025: Finalization of the master plan, incorporating interregional cooperation, tourism development, and investment projects.


Core Objectives of the Master Plan:

  • Transform Minusinsk into a key center for southern Krasnoyarsk Territory.
  • Establish logistics and tourism service centers.
  • Develop the creative economy and foster synergy with the Minusinsk District.
  • Strengthen interregional ties with the Republic of Khakassia.

The project is designed to fully harness the city’s tourism potential, advance creative industries, and create a favorable investment climate.
