Open International Competition for Federal territory blocks of Sirius master plan development

The competition is held to develop master plan for two key sites of the Sirius federal territory. The best concepts should define the spatial organization and architectural identity of the new districts, which will be centered around a medical cluster and the second phase of the science and technology campus, while incorporating principles of sustainable development, technological integration, and high-quality urban environment.

Objective of the Competition 
Selection of the best master plan for the blocks of the Federal Territory of Sirius, implementing a development scenario for the territory considering the potential and promising directions identified.

Tasks of Competition

  • Determination of conceptual scenarios for spatial organization and functional use of each of the competition sites
  • Development of economically justified urban planning solutions that ensure a high quality of life and stimulate active creative and scientific activities for each sites
  • Development of solutions for the architectural appearance and landscape-architectural organization of the master-planning sites

We are paying great attention to creating the conditions to attract leading Russian technological entrepreneurs, engineers, developers from high-tech companies, scientists, educators, professional artists, leading athletes, and coaches to Sirius, as well as the best schoolchildren and students from Russia and BRICS countries. Therefore, we believe that in modern Russian history this competition is an unprecedented opportunity to make the federal territory a unique environment for the intellectual and technological development of the Russian Federation and the BRICS countries

Planning of two sites within the Sirius federal territory:

  • 19.4 hectares – a residential district featuring a Medical Clinical Center focused on oncology care, longevity, and preventive medicine
  • 23.1 hectares – the second phase of the science and technology campus, including a high-tech district with laboratories, engineering infrastructure, data centers, and prototype manufacturing facilities

An open, two-stage international competition. At the conclusion of the first stage, the jury will select six finalists, each of whom will receive a fixed fee of 4 million rubles to develop their competition proposals. The winner will be determined based on the results of the second stage.

The jury comprises representatives of federal government bodies, public authorities of the Sirius federal territory, as well as architects, economists, and experts in sustainable development and digital transformation. Among them are six international jury members.

Almost 140 organizations from two dozen countries is an excellent result for our project. The participation of leaders of world architecture and urban planning, as well as the number of international consortia, is especially appreciated. This diverse lineup of participants ensures that the final decisions will set new standards in the field of master planning

Application submission was completed on May 30. The results are as follows:

  • 213 representatives from 21 countries registered as potential participants in the competition.
  • 140 organizations from 20 countries submitted applications (project portfolios, essays and visual materials outlining key ideas about the development of Sirius).
  • 30 foreign participants will take part in the qualifying stage.
  • 20 international consortia were formed (a record 4 representatives from foreign countries).
  • 9 Russian consortia were created.
  • App lications were received from 14 individual applicants.

 

June 25
The jury will select six finalists. An introductory seminar for the finalists will be held on the competition site at the end of July.

July – October
The finalists will work on their competition proposals — comprehensive master plans including architectural concepts and justifications for their proposed solutions.

November 13
The jury will determine the winner of the competition, who will receive a total of 9 million rubles as well as the opportunity to take part in the implementation of its project at the Sirius federal territory.
