Preliminary identification of possible sources of budgetary co-financing on the principles of public-private partnership

The analytical report “Preliminary determination of possible sources of budgetary co-financing on the principles of public-private partnership” is dedicated to the study analysis of more than 50 possible instruments of state support for the development of the territory of part of the Admiral Serebryakov embankment (Novorossiysk) were analyzed, including using public-private partnership mechanisms.

Description of the territory. The area located in the southern district of the urban district of Novorossiysk, at Admiral Serebryakova Embankment, 77.

Research objectives. 

  • To identify possible sources of budgetary co-financing and state support tools for the development of the territory of part of the Admiral Serebryakov embankment (Novorossiysk), including using public-private partnership mechanisms;
  • To select relevant programs from the indicated number of state support instruments at various levels.

Results

1. 17 relevant programs and state support instruments of various levels were selected of the indicated number of state support instruments.

2. Based on the results of a detailed analysis of the instruments, the direction for the development of the tourist and recreational cluster on the project territory and its inclusion in the Federal Target Program "Development of domestic and inbound tourism in the Russian Federation (2011-2018)" was decided to be prioritized.

This will allow, in particular:

  • to receive significant co-financing from budgetary sources for the construction of a supporting engineering infrastructure (about 35% of the total project cost);
  • to use the tool for subsidizing the interest rate on a bank loan to the level of the refinancing rate of the Central Bank of the Russian Federation.

3. It was established that the creation in Novorossiysk of a tourist and recreational cluster, combining the elements of all-weather business tourism, as well as cruise and yacht tourism, will fully comply with the strategic goals of the Krasnodar Region, which are established, in particular, in the Strategy for Socio-Economic Development of the Krasnodar Region up to 2020 and the Concept of development of the sanatorium and resort and tourist complex of the Krasnodar Region until 2030, as well as the business goals of the private Investor.

Research has become the basis of the Open International Competition for the development of the Admiral Serebryakov embankment part Novorossiysk.
