Open International Competition for the development of the Admiral Serebryakov embankment part Novorossiysk

The Open International Competition for the development of the Admiral Serebryakov embankment part in Novorossiysk was set up on the initiative of Ltd. Pyatnitsa and Joint stock company United Energy Construction Corporation with the support of the Government of Krasnodar region and the city of Novorossiysk. The International Supervisor of the competition is Anja Sofia Ehrenfried, a partner of the EDDEA architecture firm and expert in architecture and urban planning. The Organizing Committee and the Project Consultant is the Agency for Strategic Development CENTER.

In 2018, Novorossiysk (Krasnodar region) has become a venue for the international investment project aimed at developing business tourism and MICE services. The Competition responds the challenge to find the optimal development concept for plots of land for the creation of a tourism and recreational cluster on Admiral Serebryakov embankment part. Being the largest business cluster in Novorossiysk, its infrastructure is designed to host international business events, professional exhibitions and education programs. The cluster will create new jobs in the region and significantly increase the capacity of tourist accommodation in the city. The project will be carried out as a part of the public private partnership model. The project is based on several comprehensive studies evaluating the prospects for creating this project, prepared by analytical department of the Agency for Strategic Development CENTER:

Competition subject. A tourism and recreational cluster planned for development within city of Novorossiysk on a section of Admiral Serebryakov embankment on the shores of the ice-free Tsemes Bay of the Black Sea. Novorossiysk is the biggest port on the whole Black Sea Coast. It is a significant transport and logistics hub and one of the recreation centers of the Black Seacoast.

Objective. To select the optimal development concept for plots of land for the creation of a tourism and recreational cluster on Admiral Serebryakov embankment part part that meets the urban planning requirements of Krasnodar Region and the basic provisions of the General Plan for a City District.

Concept shall include:

  • functional planning strategy;
  • architectural and urban-planning concept;
  • economic and financial framework model.


Format. International, two-stage, open.

Participants. Russian and foreign organizations in the field of integrated development of territories and urban planning, architecture, design, and elaboration of concepts for the development of public spaces and capable of attracting specialists in the field of economics, finances and content programming to the team. 

Jury. Representatives of state authorities of the Krasnodar Region and the city of Novorossiysk, experts in integrated land development, ecology and specially protected natural areas, economics and spatial planning, tourism, marketing and communications, technologies and innovations, as well as representatives of the initiator of the competition.

Novorossiysk is one of the most attractive municipalities for investors. Not only is it the largest industrial hub of the south of Russia, it is also a place with unique tourism opportunities. In order to create a local innovative all-season tourist center within the framework of the Development Concept of Resort and Tourist Complex of Krasnodar region until 2030, we are going to collaborate with the partners of the project and form a world-class business cluster in the city.

Finalists. According to results of the selection stage, three finalists will be selected on the basis of a relevant portfolio and essays, and will be engaged in the development of proposals. 

Prize fund. The three finalists who develop the final bids will be paid a fee totaling 1 700 000  rubles, including all taxes and fees. Following a meeting of the jury, the finalists, will receive an additional payment in accordance with prize distribution, including all taxes and fees, in the following amounts: 

Winner – 1 500 000  rubles. 

Second place – 1 000 000   rubles. 

Third place – 500 000   rubles. 

The total Prize Fund is 8 100 000 rubles, including all taxes and fees.
