The independent study “10 Best Housing Practices in the Russian Regions: Comfortable Environment 2018. The Far Eastern Federal District” was prepared by the Analytical department of the Agency for Strategic Development "CENTER" in the framework of the federal study “10 Best Housing Practices in the Russian Regions: Comfortable Environment”. It is one of 8 independent studies, dedicated to the context of each federal district of the Russian Federation.

Description of the territory. Due to the lack of millionaire cities in the region, only the largest cities of the federal district were studied: Khabarovsk, Vladivostok, Yakutsk, Komsomolsk-on-Amur and Blagoveshchensk.

Objective of the study. Identification of best practices in Russian housing construction in the Far Eastern Federal District. The key evaluation criterion was the quality of the environment created inside residential complexes, which is determined by such factors as:

  • transport and pedestrian structure;
  • social and commercial infrastructure;
  • mixed use of space;
  • ecological situation;
  • availability of recreational spaces;
  • architectural and planning organization of space.

Field of study and evaluation methods:

  • 48 residential complexes put into operation in the period from the 1st quarter of 2018 (inclusive);
  • 5 cities of Russia;
  • 0 millionaire cities;
  • 5 largest cities;
  • 1 federal district;
  • 23 evaluation criteria.
