Study of Comprehensive Evaluation of Derbent Urban District Development, Republic of Dagestan

The study involves a comprehensive analysis of the current social and economic position of Derbent urban district and sequential territorial development scenarios taking into account its resource provision and economical directions. Results of the study will form the basis for the town master plan, developed through an Open international competition.

The research has been prepared by experts of the Agency for Strategic Development CENTER in order to determine the optimum development scenario for the town of Derbent, representing the initial stage of comprehensive work aimed at creation of the urban district master plan, including the district development concept, renovation and modernization proposals for its infrastructure and engineering systems through holding an open international professional tender.  

Derbent is one of the oldest towns in the world, and the most ancient town of the Russian Federation, situated on the western shore of the Caspian Sea, on the spurs of the Tabasaran mountains of the Greater Caucasus, and standing at the closing point of the narrow beachside terrain known as the “Derbent Passage” or “Caspian Gates”.
The advantageous geographical location of Derbent which stands on the border of Europe and Asia, on the Great Caspian Trade Route, in a strategically important place, predetermined the town’s geostrategic role for many centuries.
Seaside location, favorable natural and climatic resources, important historical and cultural sites, geostrategic role determined the high development potential of the ancient town. At the same time, the town is facing the external and internal challenges it has to respond to, searching for a new development model.

1.    Analysis of the social and economic position and primary directions of Derbent urban district development

  • Comprehensive evaluation of development potential, including:
  • identified issues of social, economic and spatial/territorial development;
  • resource potential evaluation for spatial/territorial development;
  • identified potential economical directions;
  • identified promising areas of spatial/territorial development, including the possible layout of social infrastructure facilities;
  • existing and potential growth areas;
  • obstacles and restrictions for spatial/territorial development;
  • definition of target tourism markets. 

2.    Main scenarios and principles of the urban district development providing for the resource provision
Anticipated result
  • Alternative development scenarios (conservative, progressive), including:
    • strategic principles of territorial development based on the outcome for comprehensive development evaluation;
    • conceptual models of territorial development with designation of growth areas, including the expected growth of economic activity indicators, namely: volume of shipped goods, work and services performed for the main activities of the urban district zones, reorganization, renovation, etc.
  • Consolidated list of recommended interrelated activities in the context of the spatial/territorial development scenarios
  • Approximate need of the town for specialists of various qualifications, technology partners, budgetary and extra-budgetary funding

3.     Implementation mechanism

List of recommended organizational, financial, legal and other institutional mechanisms for implementation of the proposed spatial/territorial development scenarios.
