Client, having commissioned the Open Nationwide Competition for development of a master plan for the cities in the Krasnoyarsk Territory, Borodino, Nazarovo, and Sharypovo, is the Andrey Melnichenko Foundation.
The Operator is Agency for Strategic Development CENTER.
Aim of the Competition
To select optimal master plans that ensure long-term and sustainable spatial development of the cities of Nazarovo, Sharypovo, and Borodino, which includes increasing the efficiency of using this territory, taking into account the existing socio-economic conditions and problems of the cities.

Competition Participants
A participant can be any legal entity, sole proprietor or Consortium of legal entities or sole proprietors wishing to participate in the Competition, registered on the territory of the Russian Federation according to the procedure established by the legislation of the Russian Federation.
Jury
The Jury includes representatives of federal, regional and municipal executive authorities, state development institutions, the Administration of the Krasnoyarsk Territory, SUEK-Krasnoyarsk JSC, experts in urban planning, integrated development of territories, architecture, economics, innovative solutions, and urban environment design.
Total prize fund for a category: 27,000,000 rub.
Each finalist is paid a fixed reward of 1, 000,000 rub.* before they start working on competition proposals (the second stage).
Based on the results of the jury meeting, the finalists will receive the following additional payments in each of the categories:
• reward for the winner in the category — 3,000,000 rub.*
• reward for the 2nd place in the category — 2,000,000 rub.*
• reward for the 3rd place in the category — 1,000,000 rub.*
On October 3, a meeting of the jury was held to select the competition finalists. In total, 30 teams competed for the prizes, 16 as individual participants and 14 as part of consortiums.

Thus, seven consortiums and two individual participants became finalists.
On October 15-17, orientation seminars for the finalists of the Open Nationwide Competition for development of a master plan for the cities of Borodino, Nazarovo and Sharypovo, Krasnoyarsk Territory, were held. Accompanied by representatives of the Agency for Strategic Development CENTER, the experts visited sites and territories that are real and potential points of economic and socio-cultural growth, and also had meetings with city administrations, where they discussed the main development tasks and got answers to their questions. The facilities that the specialists inspected included schools, hospitals, stadiums, museums, monuments, squares and parks. The goal of the orientation seminar was to give the finalists an idea of the urban environment as a place to live and work. Therefore, special attention was paid to visiting the city-forming enterprises – the Borodino, Berezovsky and Nazarovo coal mines, as well as the Nazarovo power station.

For the first time in Russia, a master plan for three industrial cities at once – Borodino, Nazarovo and Sharypovo – will be prepared on a competitive basis. I am confident that Russian professional community associated with the design of urban transformations is mature enough not only to offer only one carefully developed solution, but also to prepare alternative options. Competitiveness and openness, as the main principles of organizing the competition, will allow residents, small and large businesses, and municipal authorities to choose the most effective option together, which, first of all, corresponds to their common vision of the future. The goal of the Andrey Melnichenko Foundation is to launch the master planning process and attract the best expertise. At the same time, we will support a local community of active citizens in each city who will participate in each stage of the work.

This project can become an important stage in the development of master planning, representing a comprehensive restart of industrial cities aimed at preservation and development of their industrial heritage and culture. The study and competition are designed to create a platform for development of Nazarovo, Sharypovo, Borodino and similar cities, demonstrating how a synchronous transformation of several cities in one region can produce synergy. Since July, the Agency for Strategic Development CENTER has been conducting a comprehensive assessment of the current state of these cities, providing participants with an analytical base for informed decisions that reflect real conditions, which will allow them to focus on development of specific socio-economic and spatial models.
On January 23, the jury convened to select the winners of the competition. Nine participants competed for the top prizes. The results of the voting are as follows:

The master plan proposes implementing a “sustainable single-industry city” model through the development of additional economic sectors: coal chemistry, small and medium-sized enterprises, tourism, and urban services. Key projects include the creation of an art residency for creative collectives accommodating up to 800 people, construction of social housing for over 200 families, establishment of a socio-pedagogical college producing 150 specialists per year, and the formation of an agro-cluster (including greenhouse, processing, agrotourism complexes, and a dairy farm). The plan also includes landscaping Borodino Lake with a waterside recreation area and a festival venue. The total cost of key projects is estimated at nearly 4 billion rubles.
Additionally, the plan includes the creation of an industrial park, reconstruction of streets and roads, improvement of courtyards, modernization of social infrastructure (including schools), and construction and renovation of water intake facilities. The master plan encompasses more than 30 initiatives. By 2040, the city’s population is expected to increase by nearly 10% (to 16,200 people), average life expectancy to rise by around 6% (to 75 years), the share of residents employed in small and medium-sized businesses to triple (up to 15%), tourism to nearly triple (17,600 visitors annually), and the housing stock to grow by approximately 15% (to 518,000 sq. m).

The master plan envisions developing Nazarovo as a “social campus” aimed at creating new economic and community activity spaces, increasing local incomes, and improving environmental conditions by upgrading public utilities infrastructure. The plan includes over 40 projects and initiatives, expected to generate nearly 100 million rubles in local budget revenue by 2040. Key projects include the creation of an industrial hub incorporating an agro-hub and data processing center (total investment: 12 billion rubles), development of tourism infrastructure (industrial and event tourism, and a recreational cluster with 2 billion rubles in investment), and environmental improvement projects (10 billion rubles). Total estimated investment: nearly 28 billion rubles.
The plan also includes greening the central city square with art installations, developing transport infrastructure (pedestrian routes, street network, fleet updates), building and modernizing schools and kindergartens, enhancing sports infrastructure (including a swimming pool and a “phygital” center), opening multifunctional public spaces, expanding water, heat, and sewage networks, and creating a wetlands system as part of the city’s ecological framework.

The master plan envisions transforming Sharypovo into a “federal center for technology and innovation in the coal and energy industries.” The central driver of this transformation is the “Design and Production Center,” a multifunctional facility producing carbon-based products (including drones, medical devices), furniture, and “urban modules” for public space improvements. The project also includes a business incubator, youth innovation center, and exhibition space, with an estimated investment of nearly 7 billion rubles. Other key projects include a data center (almost 19 billion rubles) and a transport-logistics complex in Dubinino, with cargo throughput of at least 500,000 tons per year.
The master plan includes over 200 projects: regional airport construction, youth centers, waste sorting and recycling facilities, nearly 400,000 sq. m of new residential buildings, courtyard improvements, sidewalks, pedestrian crossings and bridges, road repairs, public transport fleet updates, an ice palace, new schools and kindergartens. Tourism development includes industrial (26,000+ visitors/year), ski (60,000 visitors/year), and paleontological tourism (100,000 visitors/year).
Total planned investments: over 79 billion rubles, with more than 53 billion coming from private investment. By 2040, local salaries are expected to increase by 7–8.5%, and government revenue from various levels will rise (profit tax revenue is expected to increase 86% to 294 million rubles).
